Eleven just experienced jealousy for the first time and acted on emotions she doesn't even understand yet, so harsh to say she has any genuine devious intent. Also keep in mind that Eleven has never had a childhood and is still being kept a prisoner. It's Hoppers job to be the calm understanding one since he's the adult dealing with a traumatised child raised like a lab rat literally.
